GRASS VALLEY NEWS | LOCAL PLANNING & COMMUNITY NEWS · 2026
Grass Valley began an environmental review in April 2026 for a proposed wireless facility designed to resemble a downtown clock tower. The application, made for AT&T by 51 Wireless, calls for a 73-foot communications structure camouflaged within a clock-tower design reaching about 81 feet at its highest point.
Where the applicant wants to build
The state environmental filing identifies a commercially developed 2.49-acre parcel near Bank Street and Tinloy Street, where the Gold Miners Inn hotel and ground-floor storefronts already operate. The proposed equipment would occupy a 441-square-foot lease area, with the tower separated from the existing buildings.
What still requires approval
The city received the Mitigated Negative Declaration for public review April 15. The project calls for a Major Use Permit and a Development Permit, including review by planning officials. The state record describes an application and environmental analysis, not permission to assume construction has begun or the tower has been installed.
Why the design matters locally
A clock-tower treatment is intended to make the equipment appear more compatible with its surroundings, but any structure of this height can raise questions about views, downtown character, lighting, noise and other effects. The CEQA record identifies aesthetics and land use among environmental-review subjects. Residents may wish to see elevations and visual simulations before evaluating the idea.
How to follow decisions
The public state review period ended May 18, but subsequent city permits, conditions of approval and construction notices would be distinct milestones. Grass Valley News will follow the City of Grass Valley Planning Department’s records and avoid treating a planning filing as an approved, operating telecom facility.
