GRASS VALLEY, NEVADA COUNTY — October 22, 2026. The rules for political yard signs are not uniform across California. Grass Valley Municipal Code Section 17.38.040 is a particularly clear local example: it sets a four-square-foot limit for political signs in residential zoning districts and requires signs covered by the ordinance to be removed within five days after the election.
What the city ordinance says
Grass Valley’s municipal sign code says temporary political signs are exempt from a normal sign permit when they meet the applicable requirements. Its listed conditions include:
- No posting earlier than 90 days before the election — for November 3, 2026, that is August 5.
- Residential zones: political signs no larger than four square feet.
- Nonresidential zones: each political sign, and the combined political sign area on a parcel, not above 32 square feet.
- Public right-of-way: political signs may not be placed there.
- Removal: within five days after the election, which corresponds to November 8, 2026 for the November 3 election.

What about tenants and homeowners associations?
California Civil Code §1940.4 separately protects certain tenant political signs, with a six-square-foot state-law threshold among its conditions. California Civil Code §4710 protects eligible noncommercial signs displayed on a homeowner’s separate interest in an HOA. These state-law rights may affect how a local rule is applied in a particular rental or association setting. Do not assume a local four-square-foot zoning statement overrides every statewide housing protection; check with the city and, if needed, a qualified attorney.
Can I put a sign beside a highway or near a ballot drop box?
Caltrans bars campaign signs within a state highway right-of-way and sets special conditions for qualifying temporary signs visible from state routes. Election Code §18370 also restricts electioneering within 100 feet of covered voting locations and outdoor ballot-drop sites while voting occurs. These are additional laws, not replacements for local sign rules.
Who removes an illegally placed sign?
City code enforcement or authorized property representatives should handle questions about improper placement; do not take someone else’s sign down just because of a political disagreement. Photograph potential violations from a safe position, record the street and nearest intersection, and contact the city to determine the correct response.
